The Clerk of Courts office is led by this county’s elected Clerk, who oversees both the Legal and Auto Title Divisions.
The Clerk’s five Legal Divisions’ offices are primarily located in downtown Columbus, Ohio, in Franklin County’s Government Center. The Clerk’s Auto Title Division maintains four branches conveniently located on all sides of Franklin County.
Maryellen O’Shaughnessy was first elected Clerk of Courts in 2008 and re-elected, unopposed, for her second term in 2012. Her political career in central Ohio also includes 11 years on Columbus City Council. Clerk O’Shaughnessy learned the value and importance of serving in local government throughout her political career and from a family of dedicated public servants.
Clerk O’Shaughnessy serves on several community and charitable organizations as a volunteer, member, or board member. Those organizations include Ohio Clerk of Courts Association, Ohio Funeral Directors Association, MORPC’s Water Quality Working Group, the Shamrock Club of Columbus, and the Scandinavian Club of Columbus.
A graduate of Bishop Watterson High School and The Ohio State University, the Clerk is active in her local parish and a past recipient of the Diocesan Service Award.

As this county’s Clerk of Courts, our responsibility is to receive, receipt, and maintain all documents for cases filed to the Common Pleas Court. It is our legal duty to ensure that those documents meet the court’s standard for filing.
Cases before the Common Pleas Court (including civil, criminal, juvenile, and domestic matters) are adjudicated by the appropriate court personnel and follow provisions of the Ohio Revised Code.
Pleadings are first presented for filing to the Clerk of Courts, with records for all courts cases managed in the Clerk’s General, Domestic Relations, and Juvenile Divisions.
The 10th District Court of Appeals hears and adjudicates cases appealed from “lower court” decisions as well as original actions, which begin in the Court.
Clerk of Court’s office also receives, receipts, and manages filings to this Court of Appeals. The updated, state of the art Appeals Office continues to manage filings from the legal community and pro se filers, in the electronic and paper worlds.
The Auto Title Division of this county’s Clerk of Courts transacts and manages documents for vehicle titling. Vehicles include automobiles, motorcycles, and watercrafts. This division can transact original title work between buyer and seller, as well as more complex transactions between businesses and financial institutions.
While Franklin County Auto Title Division’s title transactions are governed by the provisions detailed in Chapter 4505 of the Ohio Revised Code, it is this state’s Bureau of Motor Vehicles (BMV), a separate government office that issues Ohio license plates, drivers’ licenses, and vehicle registrations.
In Franklin County, all Auto Title branches are located near a state BMV’s deputy registrar. However, each government office handles transactions separately. The Auto Title’s key functions is to provide proof you own your vehicle.
